Vintage woven picture of China Summer Palace framed presentation piece

Vintage framed Chinese tapestry.  Presentation piece to Dept. of Foreign Languages, West Point NY. USMA. From Mr. J. Chang.   Looks to be one of the Summer Palaces of the Emperor.
Measures 21-1/2" X 17-1/2"  frame.   15-1/2 X 10" Tapestry.  It is framed in plain white mat, which really needs to be replaced.  Wood frame with glass.  Tapestry has really fine stitching and is beautiful.
I have no other information about it, and do not know what the characters on the top mean.
I am guessing at shipping weight, and will adjust and refund extra, after packing.  I do not normally ship framed art, so I will be extra careful of the glass.  So if the shipping seems high, please check with me before bidding, and I will try to get a exact weight.   I would prefer not shipping this item overseas has the cost will be prohibitive and no way could I guanantee that the glass will not get broken on such a long trip.,
